What the IFC is
The IFC is an onshore financial district operating within the Turkish legal system, with targeted tax and administrative exceptions. The campus is sponsored by the Turkey Wealth Fund and run by its management company, TVF İFM Gayrimenkul İnşaat ve Yönetim A.Ş. The Central Bank, the banking and capital markets regulators, Borsa Istanbul and the major state banks are located on site. The IFC has no regulator of its own: licensing and supervision stay with the existing sector regulators.
The framework changed twice in 2026:
Law No. 7573 (29 January 2026): moved the authority to issue Participant Certificates from the Presidency Finance Office to the management company.
Law No. 7582 (21 May 2026, published 4 June 2026): extended the 100% corporate tax deduction from 2031 to 2047 and the fee exemption from 5 to 20 years, opened the staff income tax exemption to all participants, and created the Qualified Service Center regime.
Who can benefit
| Investor type | Main incentive basis |
|---|---|
| Banks, brokerages, insurers and reinsurers | Corporate tax deduction on financial service export income; BSMV, stamp duty and fee exemptions |
| Asset and fund managers | Corporate tax deduction on fees from non-resident clients; staff income tax exemption |
| Payment and e-money institutions, fintechs | Corporate tax deduction and BSMV exemption on cross-border income; a CBRT licence is still required |
| Regional treasury centres | The full incentive package, if the group is active in at least three countries |
| Regional headquarters, family offices and holding companies | Qualified Service Center deduction, 100% for IFC participants |
| International trading companies | 100% deduction on transit trade profits for IFC participants (95% elsewhere) |
Supporting businesses such as audit, accounting, rating, IT, legal advisory, commodity logistics and green finance providers are also priority categories for a Participant Certificate.
Tax incentives
| Incentive | Benefit | Key condition |
|---|---|---|
| Corporate tax deduction on financial service export income | 100% until 2047; 75% from 2048 unless extended | Services consumed abroad; excludes proprietary trading, own-portfolio deals and moving residents’ savings abroad; shown separately on the corporate tax return |
| BSMV, stamp duty and fees | Exempt | The transaction must qualify as a financial service export |
| Financial activity fee | Exempt for 20 years, until 28 June 2042 | IFC head office and branches of certified financial institutions |
| Stamp duty on IFC leases | Exempt | Leases of IFC real estate |
| Staff income tax | 60% of wage exempt with 5+ years of overseas experience; 80% with 10+ years | Employee has not worked in Türkiye in the previous three years; now open to all participants |
| Qualified Service Center deduction | 100% for IFC participants (95% elsewhere) on foreign-source income for 20 tax periods | Active in at least three countries; at least 80% of revenue from foreign related parties; income brought to Türkiye by the corporate tax return date |
| Qualified Service Center staff | Wage exempt up to 5× the gross minimum wage (3× without an IFC certificate) | Qualified service personnel only; cannot be combined with the 60–80% exemption |
Separately, a general measure introduced by Law No. 7582 exempts the foreign-source income of individuals who become Turkish tax resident from tax for 20 years, if they were not resident in Türkiye in the previous three years. It is not IFC-specific, but it is relevant to senior hires relocating to Istanbul.
Non-tax advantages
One-stop office: permits, licences and work and residence permits handled through a single office with representatives of the relevant ministries and the municipality.
Faster work permits: foreign staff are assessed under the exceptional work permit track of Law No. 6735.
Foreign-currency bookkeeping: available with Ministry of Treasury and Finance approval.
Language and governing law: contracts and correspondence between participants need not be in Turkish, and participants can choose the governing law of their private contracts.
How to set up
Confirm the eligible activity, the vehicle (company, branch, liaison office or treasury centre) and the tax position.
Incorporate the Turkish company or register the branch.
Obtain the sector licence from the BRSA, CMB, SEDDK or CBRT, where the activity requires one.
Sign an office lease with the management company in the IFC office area; this can be done before the licence is final.
Apply for the Participant Certificate through the IFC Portal. Incomplete files get 30 days to cure, extendable once by 30 days.
Register for tax, elect foreign-currency bookkeeping if needed, and apply for staff work permits through the one-stop office.
Foreign documents must be apostilled or legalised and come with a notarised Turkish translation. Space in the shopping centre, hotel and other out-of-scope areas does not qualify for a certificate or for any IFC incentive.
Keeping the certificate
The certificate has no fixed term; it stays valid as long as its conditions are met.
It is suspended automatically if the underlying licence is suspended, and no incentives apply during the suspension.
It is cancelled if the lease ends, the licence is revoked, the conditions lapse or the tax ID number changes. After cancellation, a new application is possible only after 180 days, except for a tax ID change, where a new application must be filed within 30 days.
Any change to the facts declared in the application must be notified within 30 days.
How the IFC compares
Compared with the Dubai International Financial Centre (DIFC), Abu Dhabi Global Market (ADGM) and Astana International Financial Centre (AIFC), the IFC is the only one that combines full access to a large domestic market and the EU Customs Union with free-zone-style tax relief on qualifying income. The Gulf centres offer their own courts and a 0% rate on qualifying income for qualifying free zone persons, while the AIFC guarantees its tax exemptions until 2066. The IFC framework is younger and changing quickly, so legislative change is a factor to plan for.
Risks to plan for
Legislative change: the IFC Law was amended twice in 2026; build regular legal and tax reviews into the operating model.
Characterisation: only income that meets the financial service export definition qualifies, so income needs to be tagged at transaction level.
Repatriation deadline: Qualified Service Center and transit trade profits must reach Türkiye by the corporate tax return deadline, or the deduction is lost for that year.
Transfer pricing: fees and margins charged by treasury centres, regional headquarters and holding companies to group companies must be at arm’s length and documented.
Qualified Service Center procedures: as of August 2026, the Ministry of Industry and Technology had not yet published the implementing procedures; check the current position before structuring.
Frequently asked questions
Does the Participant Certificate replace a banking or capital markets licence?
No. A bank still needs a BRSA licence, a portfolio manager a CMB licence and a payment institution a CBRT licence. The certificate gives access to IFC office space and the IFC incentives.
Do we need to be a financial institution?
No. Treasury centres, Qualified Service Centers, regional headquarters, trading companies and businesses that support financial activity can also become participants.
How long do the incentives last?
The 100% corporate tax deduction runs until 2047, the financial activity fee exemption until 28 June 2042, and the Qualified Service Center deduction for 20 tax periods from the year operations start.
